I would like to see wording so that applicants for and recipients of child care subsidy cannot then be the vendor for that same subsidy.  This creates a conflict of interest.  Suggested wording:  A recipient of subsidy cannot also be the vendor of that subsidy. 

I would also like to see a requirement that child care purchased be smoke free for the safety of children in care.
