Recent legislation has been passed to address the historic facts that communities of low income and especially communities of color have been used to support the needs of the fossil fuel companies. 

These marginalized communities have traditionally not been involved with citizen advocacy.    It is time for the DEQ to seriously come to terms with this longstanding injustice and create outreach programs to elicit the first hand experiences from these marginalized communities. 

It can no longer be business as usual. Read the new legislation and take it to heart.
