Social and emotional learning is absolutely an integral part of education and human development. The question that must be asked is to whom does that responsibility fall? Without a doubt the best and most qualified individuals to carry out this task are parents.  I understand that VDOE would like to take on this responsibility and "streamline" the process to avoid things like diversity of thought or opinion, but they are overstepping their purpose. Focus on basic education and leave the social and emotional piece to parents.
