The Schools and Government are to leave the parenting to the parents. The schools are to teach subject matter not behavior that is to be graded or judged on.  Who are the schools to judge anyone?

The role of teaching justice, self control, respect to everyone is to be done at home by the parent or parents.  If the problem is that Parents are not parenting-teaching....then address that problem. But keep the government out of the schools.
