The way this bill is written opens it up to personal interpretation.  It allows one's personal bias to be used as a tool to define what, how and when this protocol is taught.  Because it is so ethereal there will be no true definition of the curriculum and leaves the "teaching" open to be determined by the person teaching.  This will allow too much personal bias into the program.
