My name is Vince Staley and I live in Fredericksburg, VA. I'm writing because I use the North Shenandoah, Potomac, Rapidan and Rappahannock Rivers for recreation. I support the regulation of end users and brokers when they use poultry litter as fertilizer. The river is loaded with algae at the Route 767 Quicksburg Bridge which may be from nitrogen overload. After several decades of concentrated litter use in the Shenandoah Valley and Eastern Shore we have already demonstrated convincingly the type of pollution that occurs when litter use is unregulated. Please help improve the condition of our polluted rivers and also ensure our healthy streams remain pristine by requiring litter application setbacks from sensitive environmental features and streams, soil testing to guide application rates, application close to crop growing season, and better litter covering practices.
Thank you for considering my concerns,
