I respect Virginia farmer's right to earn their living from the land, but they of all people should respect the balance needed to keep the surrounding area and wildlife healthy. 

There has to be a solution for supplementing nitrogen and matching the amount of poultry wasted used as fertilizer based on phosphorous level.  Or simply regulating the total amount put on the ground / per unit of land / type of soil.  Vegetation buffers are also a great idea and should be mandated.  I dont know if these ideas would be feasible or enforce-able.  
 
Im not fully clear based on your letter (i read the copy on www.MDfishing.org) what the new regulation would mandate.
 
Thank you for your hard work for our river.  I recently moved within a mile of the shenandoah and have neighborhood access to a very good peice of structure on the river.  Im a dedicated potomac shore/wading walleye and bass fisherman and I hope to get to know the shenendoah a little better in the comming years.  I'm on the water often and i'll send you info  regarding any bad signs on the fish i see.
