State Forests were not specifically authorized to

regulate firearms generally by the General Assembly.  The regulation as

proposed would violate Article 1, Section 13 of the Virginia Constitution;

the right to bear arms and Article 1, Section 14 of the Virginia

Constitution; the right to uniform government.  Striking the concealed only

restriction will cure these deficiencies.
