If trained properly, support. They already draw blood
 

If trained properly, support. They already draw blood from animals that aren't sedated. Why would we allow assistants to draw from jugulars but not place IV catheters if they have the proper training. It would save time for LVTs, as they have a lot they have to do already. If they are trained step by step by LVTs and monitored until proficient it could be beneficial.
