I feel that placing intravenous catheters should only be permitted by LICENSED technicians. This is a skill that is and should be taken seriously. The proper placement was taught by veterinarians and licensed veterinary technicians during the time we spent in school.  Not only were we taught how to successfully place an IV catheter, we were taught all of the possible things that can go wrong during placement and how to safely perform this task.  The person placing an IV catcher should be educated about much more than just the basics of the task (I.e. anatomy, etc).  Our education was built on over years of hard work.  It is valuable.  Let’s not demean our license by allowing unlicensed and essentially uneducated persons to place foreign objects into the bloodstreams of our patients.
