You wouldn't want a random person off the street placing your IV catheters and getting blood why would you want that for your pets. We have been trained, paid for our certification and worked pur butts off to be in the position we are as licensed veterinary technicians. There's already a powerstruggle in the hospitals, adding this to assistant duties will only decrease the amount of licensed veterinary technicians working in the field.  Why would we even need them at that point?
