This proposed change IS MATERIAL
 

It's bad enough that the Election results are being delayed by the November 3rd deadline to MAIL a ballot.  This is EXTRAORDINARY as it stands.  In order to effectuate that result, a postmark is the only mechanism available to determine when the ballot was placed into the US Postal System.  If a voter is waiting that long to return their ballot by mail, when so many other opportunities in-person or at a multitude of in-person ballot drop boxes are/will be available, it is incumbent upon the voter to get their ballot hand cancelled in their local post office if they choose the US Mail.  Otherwise, those who don't like the preliminary results and hadn't planned on returning a ballot could use a stamp machine with the wrong date, etc.  in order to endeavor to change the outcome.
