We are less than 60 days out from an election, absentee voting has already started, and Virginia is considering changing the election rules?  Are you utterly insane?  The public is never going to understand why we are changing electing rules in the midst of an actual federal election, and your faulty reasoning supporting this change is utterly unconvincing.

Leave the rules as they are.  If they are truly warranted, consideration of them should be made outside the period of an actual election.
