NO to the proposal. State BOE is responsible for upholding, NOT undermining Virginia law

Virginia Code  24.2-103.   The State Board, through the Department of Elections, shall supervise and coordinate the work of the county and city electoral boards and of the registrars to obtain uniformity in their practices and proceedings and legality and purity in all elections. Its supervision shall ensure that major risks to election integrity are (i) identified and assessed and (ii) addressed as necessary to promote election uniformity, legality, and purity. It shall make rules and regulations provide and issue instructions and information consistent with the election laws to the electoral boards and registrars to promote the proper administration of election laws.

Given its central responsibility for upholding election laws and ensuring election integrity, it is inconceivable why the State Board of Elections would ever propose an illegitimate policy change in direct violation of its basic duty, and in blatant subversion of clear, established Virginia law designed to safeguard election integrity.  Not only is there no legitimate reason or need for this proposed change, especially given the lengthy extension in the time frame for voting ahead of the election, but elimination/ignoring of the postmark requirement, particularly given the extension in time allowed for mailed ballots to be received AFTER Election Day, would do far more to facilitate election fraud and fuel election chaos than to benefit the citizens of Virginia.  Numerous reports of organized efforts to steal elections through “mail in ballots”, and other election corruption only make the actions of the Board of Elections (and Virginia General Assembly, in passing several laws during this special session that significantly weaken election safeguards) that much more questionable and concerning.

Instead of disregarding Virginia law, ignoring its most basic responsibility, and pursuing a change that has such obvious and tremendous potential to undermine election integrity in Virginia, our State Board of Elections should be focused on cleaning up corrupted voter rolls, and other measures within its purview to better ensure election integrity in the Commonwealth.  A public hearing is needed and the State Board of Elections needs to be held accountable for upholding its duty to the citizens of Virginia.
