The postmark is used throughout Virginia and Federal Tax Code related to taxes and submission dates.  Why?  Are not elections and the date of the voting as significant, if not greater than ensuring that votes occur no later than election day like tax day.  Seems like the only legit method to ensure that and ensure fraud does not occur!
