PWD Cert needs to remain active
 

I recently obtained my PWD, after 15 years of delineating and permitting wetlands in Virginia. The examination was comprehensive, the education and experience qualification requirements were stringent, and the entire process of obtaining this certification was well designed.  As one of only four states that offer a wetland certification, this is a national example for a challenging field of work, given the many complex issues surrounding wetland regulation today.  

The unregulated practice of delineations can cause substantial public and private harm.  I have seen poorly executed delineations render private properties worthless, kill projects and developments, or cause people to invest in properties that later were found out to be unusable for intended purpose due to bad delineations. Having a Virginia certification is invaluable to insuring the strength of the consultant community. 

For persons like myself, while I have more than enough experience and references, I cannot obtain my Society of Wetland Scientist (SWS) Professional Wetland Scientist (PWS) Certification due to educational requirements, as I did not have enough wetland science courses in college.  My long history of successful work in the wetland industry strongly indicates my competence. The PWD certification through Virginia was the only certification I can obtain, validating that skill and experience to both the State DEQ, the Corps of Engineers, developers and property owners with vested interest in wetlands. 

Please keep this certification active.  It is a model for other states and their certification processes, and deserves its place in DPOR.
