I seriously question why you are trying to change this via regulatory instead of law? We MUST ensure the validity of voting and with mail in that postal mark is important to avoid ballot harvesting and fraud if the election appears to be going in a direction that is unfavorable to one party or another. My worst nightmare is a tight race and 'all of a sudden' thousands of votes are magically 'found' via mail in ballot without date stamp in order for fraud and change election results. NO!!!!
