I strongly oppose the elimination of the certification program for testing and maintaining backflow prevention devices.  The proper operation of backflow devices is key to the safety of our potable water distribution system.  Having individuals with unknown levels of competence allowed to test and maintain backflow prevention equipment and ensure that the equipment is functioning as required will defeat the purpose of having installed this vital water system protective equipment.  If the maintenance and testing cannot be trusted, there will no longer be any justification for installing backflow prevention equipment.
