Do not allow this to happen - if the Board moves the bar and allows this dishonest continuation, then what will follow?  Anytime the standard is changed, standards get lowered more and more - what next voting through the whole month of November, voting up til the next election?  Do not think this is irrational thinking, irrational moves leads to more irrational allowances.  Keep Virginia voting honest.
