I am against the proposed regulatory change.  It is extremely irresponsible, and is an open invitation to potential fraud on our elections and citizens of Virginia.   This will create havoc and confusion.  All ballots require a chain of custody and verification.  It violates the Constitutional duty to protect the integrity of our elections, which sadly our elected officials seek to undermine.  One eligible person, one vote!
