I demand a hearing. I oppose the proposed changes to 1VAC20-70 with the

two additional Paragraphs F and G which read as follows:

 F. The ballot shall not be rendered invalid based on a missing or illegible postmark if the ballot is received by the general registrar's office by noon on the third day after the election pursuant to § 24.2-709 of the Code of Virginia and the return envelope does not have a postmark, or the postmark is missing or illegible.

G. For the purposes of this chapter, "postmark" means an official postmark of the United States Postal Service (USPS) or any other official indicia of confirmation of mailing by the USPS or other postal or delivery service. VA.R. Doc. No. R21-6478; Filed August 11, 202

For example, bulk mailing has no postmarks. Do you really want to have the capability for this type of abuse, maybe from Russia or China, which have been unable to cast any votes but would be able to through this definition?

This is a grave violation of the integrity of our election process here in Virginia and the Department of Elections needs to hear voters concerns to demand a hearing.
