Absentee ballots must be postmarked. Board of Elections must hold hearing or kill the proposal
 

Save one exception, I can find no reason to allow ANY absentee ballots to be cast without a valid postmark.  The one exception would  the absentee ballot is hand-delivered to the registrar or the polling place by  closing time on election day.

Voters have 45 days (at least) to cast votes by several different methods.  I can find no justification for a yet another rule that infringes upon the sanctity and integrity of the vote.

This regulation should be repealed and if not, then a hearing must be held.
