Absentee ballots must be postmarked by 7pm on Election Day to be counted. The Board of Elections cannot alter election law via regulatory action. The Board of Elections cannot and should not count ballots that have no postmark, an illegible postmark, or a postmark after 7 pm on Election Day. Accepting ballots without a postmark opens more doors to fraudulent voting.
