To my knowledge, every State in the Union has a soil scientist classification according to the USDA - https://www.nrcs.usda.gov/wps/portal/nrcs/detail/soils/contactus/?cid=nrcs142p2_053951.  To deregulate this profession would only result in unqualified persons performing services that could be detrimental to the citizens and the environment of the Commonwealth of Virginia.
