Absentee ballots without a postmark on or before Election Day should be denied. The citizens of the Commonwealth are smart enough to mail their absentee ballots on time. If a citizen is unsure whether his or her absentee ballot was received on time, he or she can cast a provisional ballot on Election Day. The proposed rule is designed to create unnecessary chaos and undermine our faith in the outcome of this election. The actions of the General Assembly are bad enough, but to unlawfully make them worse is outrageous.
