I am confused as to how something can  become mandatory and enforceable without having the slightest bit of regulation as it pertains to standards, protocols, etc.  At first we didn’t need masks, then we did and there were none, then t-shirts were acceptable. What are you enforcing exactly? Assumed PPE?  There are no standards. Are you looking to gauge a persons intent to socially distance?
