COVID-19 regulations

I understand that many people perceive mandating mask-wearing in public places an infringement on their "rights,"  however I think they are mistaken and also think that most Richmond residents would agree to wearing masks. I urge you to make mask-wearing required in all in-door places of business (as well as outdoors if there is not sufficient space to social distance.)  I visited  shop for the first time since March, understanding that the Governor had already mandated masks, only to find I was shopping where many people were not wearing masks. I asked at the check-out counter and was told that the stores have the option to require customers two wear masks, but do not have to.  I happened to see a police officer out side a Walmart and asked him. He confirmed this saying, that since there is no way to enforce the mandate stores are encouraged but not required to comply. This puts a great many people at risk. It also sends the wrong message, making it appear as if the danger is over.
