Overall I am positive about this regulation. Your background document contained a lot of thorough research and data on the situation. You are trying to protect all Virginia workers. These are good things. I am concerned as I have seen some others comment that the classification of risks may be overoptimistic. Any profession with contact with the public is high risk. This includes education or retail or anything. Children may not be made as significantly ill by the novel virus as adults but they can still spread it to adults. 

Additionally, I am worried that the wording leaves a lot of loopholes for employers. There's a lot of "where economically feasible" and "where feasible" for things like maintaining 6 foot distances. Who determines feasibility? What if a worker questions their employers decision on that? It seems to leave a lot of options to just be like "nope, can't do it" and not take precautions.
