The possibility of the flu isn't the flu and doesn't need tracking. Nor does the government need to know that it's possible I have the flu because it's not anyone's business. Just because it's the government, doesn't mean that it's allowed to violate the HIPPA laws it enacted. What is the point of laws if the government is exempt from them?
