My personal health information is just that, personal, and incredibly private. 

It is not the business of a government agency to have access without my explicit consent. Period.

HIPPA rules exist for a reason. Tracking the extent of any virus should never entail identification of any singular person. 

I strongly oppose any government legislation that violated the privacy of HIPPA.
