Thank you for your efforts although perhaps misguided.  This is completely inappropriate for fast tracking because of the controversial nature of the proposal.  There is no rationale to justify such an invasion of privacy.  There is no scientific support for such a proposal.  It is a power grab that is contrary to the Virginia Constitution and common sense.  How does this not conflict with HIPAA?  There is no end to the personal information that can be collected in the name of "public health".  This should be STOPPED NOW.
