There is always some complication with EVV, some pay issue, or something.  It has literally become a part time job to deal with EVV.  Being overwhelmed with a disability to the point where no more information will sink in is enough.  To have the state make a disabled life even more complicated with EVV and all it's difficulties is going to harm many and help few.
