Chapter 6 EOR Manual

Chapter SIX

Pg. 27- bottom of the page under Note:

Who would be questioning the timesheet? Is this for the EOR benefit or would DMAS or a Fiscal Agent be requesting to see documentation?

I kept detailed daily records for 7+ years. That was a lot of time, effort, and paper. And not a single person ever asked to look at my documentation. Just curious as to the exact situation where this would apply, who would request to see it?

Pg. 28

Oh, I cannot believe the entire section on Timesheet Process! I honestly do not know whether to cry or laugh anymore.

First and foremost, this section needs to be updated to reflect EVV as currently written is out of date.

Secondly, I could not agree more with the very first sentence, “Attendants want to be paid on time!” Yes they do! However, the 2nd sentence is not true- all of the timesheet errors I have encountered over the past year are at the fault of my fiscal agent, CDCN. It is unethical to say that the EOR is responsible for ensuring the attendant is paid correctly and on time. We need to hold the fiscal agent accountable and demand they get the Enrollment packets set up correctly and in a timely manner AND the fiscal agent needs to utilize technology that is fully functional and bug Free. CellTrak is weak and needs to be chucked out of the window.

Please add specifics on how many hours per week an attendant can work for each Recipient. And please add that the week is from Midnight Thursday through Wednesday 11:59 PM (however, the EVV app doesn’t recognize minutes, so I guess that should really be 11:55PM).

Re: last paragraph in this section, as far as I am aware, CDCN does not have 2 separate pay schedules. This needs to be updated to reflect such.

And on a global note- there is no excuse for the headache that EVV has created. Virginia, get with the program and stand up for your residents! You know what a drain this has been on the special needs community, the disabled, the Attendants, the companions, the EOR’s, the family members, the list could go on… This entire year leading up to “EVV is coming!” has been sloppy, muddy, unclear, and looks like a toddler’s cut and paste construction paper project. EVV is nowhere near the standard it should be for the government to ask of its residents to entrust such personal private information. EVV is intrusive, invasive, and interferes with the “life, liberty, and pursuit of happiness” that this nation is founded upon.  EVV is disruptive to the daily care that EOR’s and Attendants provide for the vulnerable in the community. The hours me and my attendants have had to give to this EVV headache are valuable and precious.

If I told my 5 year old that I would be timing her and expecting her to clean the house from top to bottom in 5 minutes or less, she would try her hardest because that is what is being asked of her. But we all know that the task is impossible and unrealistic. That is how I feel EVV has been presented to us. We have no choice, it is impossible given the flawed technology and illegality of it all.

Virginia, as one of the oldest states in this Great Nation, I call upon you to be a leader once again. Stand up to the feds who are “mandating” this monstrosity. Lead the way for the aged, disabled, and sick to live their days with, “Life, liberty, and the pursuit of happiness!”
