These regulations have already proven effective in shutting down unsafe clinics (https://www.inquirer.com/philly/health/20160429_Discredited_Voorhees-based_abortion_doctor_s_clinic_shut_in_Virginia.html), and the only reason one would want to water them down is to "virtue signal" that Virginia is on the "right" side of the pro-choice/pro-life debate.  This, obviously, is not a good reason; playing politics with people's health is wrong.
