Outside of areas of genuine public health issues such as proper vaccination and prevention of abuse, the impact of government on parental rights should be kept to a minimum.
Any curbs on such rights and responsibilities should never be done through the regulatory regimes or adminstrative law, but rather only through the legislature. Any regulatory ban on reparative therapy is inappropriate if not advanced legislatively.
