How will the measurement of these steps be implemented?  The VA DOE made a statement in 1998 in regards to foreign language requirements, approving the provision of three years of instruction of ASL (American Sign Language) for foreign language credit to meet the requirements for an advanced studies diploma.

Yet, Stafford County Public Schools STILL does not offer this as an option.  Eleven years is a far cry for those students who have physical impairments affecting not only their body, but also their speech but who can utilize sign language as not only a foreign language requirement to work towards an advanced studies diploma, but also  in their everyday lives. 

I would like to see some form of measurement/guidelines to such a proposal as this is so generic that it just seems a placation for parents with no follow through.
