I estimate that there over 1,000 existing small businesses in the Commonwealth--pumpers/installers/maintainers--whose income and livelihood is threatened by the proposed regulations.  These small businesses have thousands of employees, who in turn have families--easily over 30,000 affected people throughout Virginia.

The proposed regulations are proceeding without adequate input from these businesses.  Frankly, this looks like a naked power grab to benefit special interests.
