A Professional Engineer with appropriate training and education can also meet the requirements for the design and operation.  A PE should be exempt from the requirements placed here and should not be required to meet the license obligations placed here.  A PE is licensed to a level that would meet the need to protect public health and the environment under the regulatory requirements.
