Concerns of new installer wanting to enter into the profession.
 

I have noted that the comments on the proposed regulations have been dominated by the ASOE and VDH groups.  I would like to be certain that the difficulties encountered by installers trying to enter into the business will be heard.  After reading the proposed regulations I approached several alternative wastewater system installers to see if I could volunteer my services in exchange for being allowed to perform the required number of installations to obtain a license.  Without exception, they were reluctant to allow me the opportunity to become their competition.  I agree with the previous post by Jerry Franklin that, baring a benevolent business owner or a family in the business, it will be very difficult for anyone to enter the profession.  I would like to propose an alternative method of obtaining a license that, I believe., will result in an installer that is just as qualified as an individual that learns how to install systems from an existing "grandfathered" installer.

To qualify the individual would:

1.         Provide documented evidence of experience installing and maintaining the types of equipment found in alternative and conventional wastewater systems.

2.         Provide evidence of successful completion of a board-approved course in wastewater plant operation.

3.         Pass the Board approved examination.

 

At this point, they would be granted an interim license to install the number of systems required to obtain their full license.  These systems would be installed under the supervision of a PE.  A standard license would be granted after the applicant satisfied the following requirements:

 

1.         The required numbers of installs were performed to the satisfaction of the supervising PE.

2.         The PE issued a letter attesting to the installer's competence.

3.         VDH issued the approvals to place the systems in operation.

 

I hope the board will consider this method of licensing in order to provide everyone who would like to pursue a career in onsite wastewater installation an equal opportunity to obtain a license.
