Why doesn't the health department hire a Certified Professional Soil Scientist for each health district and let that individual conduct random soil checks on consultants work. If the VDH CPSS, finds that an individual is submitting bad work, the VDH CPSS can file a complaint with DPOR. DPOR can then resolve the matter. VDh can conduct level 1 reviews ( check the math) and issue the Operation Permit. The EHS could request any suspect submittals be reviewed by the District's CPSS. This would allow VDH to concentrate on other programs and resolve the matter of OES/AOSE. The soil consultants would all be CPSS's and PE's.
