Perhaps a small matter, but the regulatory text indicates an interim license will be granted to any current AOSE on the effective date of this chapter. The potential problem I see if VDH AOSE credentials expire on June 30 and the effective date of the DPOR chapter is July1, then technically nobody will have a "current" certificate.
