DPOR already licenses Soil Scientists under the Board of Professional Soil Scientists.  And through an already established program that Board tests the knowledge and ability of applicants in order to be recognized as Certified Professional Soil Scientists (CPSS).  There is no reason to redefine the role and responsibility of the CPSS to that of an Onsite Soil Evaluator, or to minimize the professionalism of those who have acquired their CPSS license by making that license only one of several criteria required to be able to test for an Onsite Soil Evaluator license.  There is no distinction made in the investigative process of evaluating a soil whether that soil will be used for a conventional or an alternative onsite sewage system.  And there is no distinction between how the proposed Onsite Soil Evaluator and the existing CPSS will evaluate that soil. 

I suggest that DPOR take advantage of a program that is already established; that it does not define any classification of Onsite Soil Evaluator, and that it recognizes the Certified Professional Soil Scientist as the onsite soil evaluator.  Having done so, DPOR through the Board of Waterworks and Wastewater Works Operators can define Conventional and Alternative Onsite Sewage System Designers, along with Conventional and Alternative Onsite Sewage System Installers, and Conventional and Alternative Onsite Sewage System Operators.
