Product manufacturers are intimately involved in the operation and maintenance of their products.  The board should allow manufacturers to hold an operator license for their specific proprietary product so that they can act as an operator for their equipment, without having to meet the proposed requirements for alternative system operators.  Owners will receive cheaper and better service if manufacturers can service their own equipment.
