Alternative Discharging Systems

As  a property owner, I had to hire a soil scientist to review my property for a conventional and alternative sewage system.  At the end of the day, the soil scientist or AOSE had to tell me that a discharging system was necessary.  I don't think these proposed regulations allow designers to evaluate sites for discharging systems.

I think the regulations should be amended to allow onsite professionals to evaluate and design discharging systems.  Otherwise, owners in my position will have to hire professional engineers to evaluate and design discharging systems, which is very expensive for a simple amount of work.
