The proposed regulations say that the subject matter addressed during CPE contact hours shall be limited to the content areas covered by the board's examination.  I hope the content areas cover everything, including public health principles:

 1.  Why it is important to grout wells and properly site wells.

2.  Types of organisms (pathogens) associated with sewage.  How these organisms move in the environment and how soil and treatment processes work to remove them (adsorption, disinfection, & filtering depending on the process).  The amount of exposure to cause illness for different types of organisms.

3.  Types of illness, their symptoms, and risks of disease if exposed to sewage.

4.  Risk of flies and mosquitos carrying disease.

5.  Risks associated with drinking contaminated water.

If the board does not plan to test regulants on public health principles in protecting public health and the environment, then acceptable contact hours should include training on public health principles.  It is important to not only learn "how" to do something, but to fully understand "why."
