Thank you for the opportunity to comment.  I'm a New Kent County resident and we have been waiting for Colonial Downs to make a comeback.  The parties involved now have a wonderful plan for bringing horse racing back to Colonial Downs as well as opening the facilities for a number of non horseracing related events.  I want Colonial Downs to thrive and grow in the years ahead and I'm concerend that if regulations on historical racing are too limitng, that will not be possible.  I ask that you please do all that you can to establish a positive regulatory environment that will allow Colonial Downs to be successful.  Thank you.
