OTB Regulation Concerns
 

I write you in support of further limits on the number of racing machines from 3,000 to 1,500.  There is absolutely no way that Virginia can support 3,000 machines for the horse industry when other racing states have close to 1,500. I look forward to coming to Colonial Downs to experience racing again at that location, but you need to take the appropriate steps to make sure that they can be successful in a measured way.  This is too many machines for what can be supporter for the horse industry, especially since the OTB sites are located in economically distressed areas.  This will not be successdul unless you limit the number and ensure that these sites are places in areas that want them, and in areas that can financiall support this betting activity responsibly. There is a reason Colonial Downs failed to begin with, so be far more deliberate than you all were in the past.
