Concerns with OTB Regulations
 

I ask you to please reduce the number of horse racing machines that you are considering in Virginia. 3,000 machines playing re-runs of horse races seems excessive, especially when other states have less.  I read on-line that Kentucky has less than 2,000 so why so many here? That makes no sense to me and is should trouble you over this application. Betting on horses can be fun, but why are the current off-track betting parlors in such bad areas of town? Why not put them in places that can support gaming, and not in disadvantages areas of town? How do you all plan on succeeding if you don't allow local governments and the citizens to decide if they want this type of mini-casino in their area.  You need to give local input and control so that the Commission, Colonial Downs and the Virginia horse indsutry can all be successful.
