How will these benefit the communities?

When looking into gambling in general, it is an addictive activity that generally targets those who truly cannot afford to take the risks.  So, how does this benefit our community?  Richmond already has large areas that are not serviced by a grocery store or basic necessities, and yet we have large pockets of poverty, so how would placing establishments such as these help these individuals?  Looking purely at the economics, the people who would be hired are not the ones that need the most help, and those who come in will be those who can ill afford to be at risk financially.   Please reconsider this addition to the communities.
