As a licensed Virginia horse owner, I was excited to see the passage of HB 1609 which legalized historical horse racing in Virginia and signaled the return of a storied industry.  Historical horse racing has revitalized racing in Kentucky and it has been wonderful to watch their success.  I understand that the VRC is now drafting regulations governing historical horse racing.  Virginia needs room grow the historical horse racing business, just like Kentucky.  I urge the VRC to draft regulations that will allow for that growth, instead of stopping it on the doorstep of success.
